Quick topic forms

Each row becomes a chip on the New Issue form (Active leaks, Warranty, Maintenance, etc.). When an agent clicks a chip, the configured fields render as a small form instead of a blank detail box. Assign each topic to one or more action queues (Front Desk, Service, AP, etc.) so agents only see relevant chips. Leave all queues unchecked to show everywhere. Changes apply after save.
