People on this list can use Add to Project on CommOps bid queue cards, even without a role grant. Role-based access also applies via commops.bid_queue.add_to_project (admin, manager, sales_manager).

Users with roles admin, manager, or sales_manager (via tbl_user_roles + tbl_feature_permissions) also receive Add to Project without being on this list. Platform admins always have access. To assign roles, use your existing team / RBAC admin tools or SQL on ydgez.
